&lt;p&gt;Speak of gas drilling, Representative Tan Parker (R-Flower Mound) recently announced an agreement to &quot;Best Practices for Pipeline and Municipality Relations&quot; guidelines for pipeline management throughout the Barnett Shale region.  Widely viewed as a cooperative effort between industry and community leaders, the Best Practices document was written by a working group comprised of the Texas Pipeline Association and several local mayors and county representatives. The Best Practices document addresses issues with regard to communication, pipeline routing, private property rights and use of public rights-of-way.  The document directs the pipeline company to negotiate in “good faith” when acquiring easements from landowners, to provide cities with a company representative who is available 24 hours a day, to require that right-of-way agents be registered with the Texas Real Estate Commission, and to provide the city with a copy of the final pipeline route.  &lt;/p&gt;

&lt;p&gt;A Texas Department of State Health Services analysis has found that the occurrence of leukemia, non-Hodgkin’s lymphoma and childhood brain cancers in two ZIP codes in Flower Mound, Texas, is within the expected ranges for males and females. &lt;/p&gt;
&lt;p&gt;In response to community concerns about a possible cluster of cancer cases, DSHS analyzed the occurrence of childhood and overall leukemia, non-Hodgkin’s lymphoma, childhood brain cancer and female breast cancer in the 75022 and 75028 ZIP codes, using Texas Cancer Registry data from 1998 to 2007. The number of cancer cases occurring in these two ZIP codes was compared with the number of cases expected based on statewide rates. &lt;/p&gt;

&lt;p&gt;During a Town Hall meeting in Lantana last week, to discuss the effects of gas drilling on community health, representatives of the Dept. of State Health Services told the crowd of about 200 area residents that Texas health officials are waiting for lab results from the Centers for Disease Control and Prevention, after selecting 28 residents at random for biological sampling that could determine if they’ve been exposed to toxic substances. Even the cold rainy evening didn’t stop the large group from packing the house because of increasing concerns about childhood leukemia, alleged by some to be directly related to the numerous gas rigs sprouting up like weeds all over North Texas. Much of the alarm resulted from a report by state environmental officials confirming that elevated levels of benzene were discovered at some natural gas facilities. The 28 people being tested were randomly selected from the residents of Dish, Texas, a small town about 10 miles southwest of the City of Denton. State officials agreed to do the sampling after Dish authorities paid for the town’s own air quality study. &lt;/p&gt;

&lt;p&gt;State Rep. Tan Parker will seek to continue his mission of improving job growth and keeping Texas fiscally responsible. Parker (R-Flower Mound) filed Monday for re-election in the upcoming Republican primary for District 63.&lt;/p&gt;
&lt;p&gt;Parker cited his past accomplishments, his desire to continue working on job growth initiatives and the need for strong fiscal discipline as his primary reasons for seeking re-election.&lt;/p&gt;

&lt;p&gt;A year ago, state legislators across Texas were campaigning to be re-elected.&lt;/p&gt;
&lt;p&gt;This year, many of them are lobbying for propositions on the ballot, or at least accurate information about them.&lt;/p&gt;
&lt;p&gt;State Representative Tan Parker (R-Flower Mound), for example, is one of several legislators making a push for the correct information to be disseminated about propositions 2, 3 and 5 before the Nov. 3 general election.&lt;/p&gt;
&lt;p&gt;Parker, as well as Rep. Jim Jackson (R-Carrollton) and others, say inaccurate e-mails have been circulating about these propositions and some of the information indicates that passage of these propositions would result in a statewide property tax, which they say is not true.&lt;/p&gt;

&lt;p&gt;ROANOKE — A downtown redevelopment in a suburban city of 7,000 residents might seem like small potatoes.&lt;br /&gt;
But what Roanoke has on the menu is a three-course plan to revitalize downtown and formalize its reputation as a North Texas dining destination that draws customers and sales tax revenues from nearby — and perhaps not-so-nearby — cities.&lt;/p&gt;
&lt;p&gt;Already home to such draws as Classic Cafe and Babe’s Chicken Dinner House, the city has for the first time offered cash inducements to attract two more chef-driven restaurants. A seafood restaurant is also in the works and expected to open this month or in early August. &lt;/p&gt;

&lt;p&gt;Rep. Tan Parker (R-Flower Mound) passed two pieces of legislation through the Texas House of Representatives, both aimed at improving the economy and creating more jobs in Texas. The first bill, House Bill 2230, removes outdated and burdensome interest penalties that are added to property rollback taxes when owners decide to change the designation of their agricultural property.&lt;/p&gt;
&lt;p&gt;&quot;In this economy,&quot; Parker said, &quot;we need to encourage economic development and not financially penalize those who wish to develop land.  <title>State legislators consider tax cuts for small businesses</title>

&lt;p&gt;AUSTIN — On today’s deadline for Texas businesses to pay franchise tax, a bipartisan group of lawmakers pleaded for more small businesses to be exempted. &lt;/p&gt;
&lt;p&gt;And they predicted lawmakers still will be agonizing over the revamped business tax two years from now, because it slams business owners even when they&#039;re losing money.&lt;/p&gt;
&lt;p&gt;The Senate&#039;s chief budget writer, though, said the Legislature won&#039;t pass tax relief for small business this session unless legislators curb their spending appetites. &lt;/p&gt;
&lt;p&gt;&quot;I&#039;m feeling like we don&#039;t have money left,” said Senate Finance Committee Chairman Steve Ogden, R-Bryan. &quot;We&#039;re getting ready to decide, do you want to spend more money or do you want to cut taxes?&quot; &lt;/p&gt;

 <title>Ultrasound Pregnancy Bill at Texas Senate</title>

&lt;p&gt;On Monday March 23, the Texas Senate State Affairs Committee voted to send SB 182/HB 36 known as the “Ultrasound Bill” to the Senate floor by a vote of  7 - 2.   Supporting the bill were Sen. Chris Harris (R- Arlington), Carona (R-Dallas), Jackson (R-La Porte), Lucio (D-Brownsville), Deuell (R-Greenville), Duncan (R-Lubbock), and lastly Fraser (R-Horseshoe Bay) who submitted a motion in writing. Sen. Leticia Van de Putte (D-San Antonio) and Sen. Rodney Ellis (D-Houston) voted against the bill. &lt;/p&gt;
&lt;p&gt;While the bill would ensure that every pregnant woman be given an opportunity to listen to the fetal heartbeat and view an ultrasound image of her unborn child at least two hours prior to proceeding with an abortion procedure, the bill does not require the woman to view the child&#039;s image. Two Highland Village ladies, Adryana Boyne and Brandi Chambless, thanked Governor Perry for his support when he publicly supported the Ultrasound Bill by encouraging legislators to vote for it during a pro-life rally on the steps of the Capitol.   Brandi Chambless of Highland Village stated, “Other than the obvious priority of protecting innocent lives, I believe this bill is also important in order to protect every woman’s right to know what is going on inside her body.  Many women who seek an abortion find out all too late about its link to subsequent health risks such as breast cancer, post traumatic stress disorder, or even infertility.  They are led to believe that by admitting their “mistake” and having an abortion that healing will begin more quickly when in fact, they are exacerbating emotional and health issues that will either last a lifetime or, in all probability, decrease their own life expectancy.”  &lt;/p&gt;
